Denmark

Denmark has particularly distinguished itself for its use of governance dialogue practices to address the complex issues related to policy and decision making in the areas of science and technology. The role of scientific expertise of course poses some special problems for governance dialogue. However, the experience of Denmark (and some other Northern European countries, especially the Netherlands) has demonstrated that areas of challenging technical knowledge need not be excluded from the processes of governance dialogue. On the contrary, in some areas of deeply held and highly conflicting values, some form of governance dialogue has emerged as an essential complement to scientific expertise in the process of policy making.

The Danish Board of Technology's development of consensus conferences as forums for participatory technology assessment has played a vital role in bringing governance dialogue into the domains of science. The scenario workshop has been successfully utilized by the Danes in this context as well.
